Can a hemoglobin a1c test tell if i have pre-diabetes?

Yes: As of 2010, we can use A1c to diagnose diabetes or pre-diabetes. 2 positive tests are still needed but A1c of 5.7-6.4% is considered pre-diabetes, A1c of 6.5% or above is diabetes. 5.6% or less is normal.
