Not too young: You get out in the water with them, and teach them to swim. Or if you don't know how yourself, you get them lessons with somebody who does. You also want to lock access to pools so that they don't go in them alone. Water safety: You need to supervise a toddler around water, at all times! You can explain safety rules, but don't expect it to stick. Continue to reinforce. Swimming lessons are offered to toddlers, as well.

Water Safety: Agree w Dr. Williams and Dr. Pappas. By all means start teaching water safety - BUT this doesn't obviate the need that children need to be constantly watched when around water.
