Yes: Certainly if you can lose weight, reduce your sugar intake and exercise, you can certainly reverse the pre-diabetes. It will require careful attention to your diet, but exercise and diet will be the most effective intervention you can do in the long run. Medication can only help so much--and not much if your diet is still poor.
