Dyshydrosis: This sounds like dyshydrotic eczema. It can be treated with a high potency steroid cream or ointment. It can also be treated with topical lanolin cream. Be sure to keep your hands thoroughly dry after getting them wet.

Difficult to say....: Dermatological (skin) conditions are very difficult to diagnose without first seeing and feeling the lesion, however, interdigital itchy red bumps is a very typical symptom for scabies. See your doctor for a definitive work up.
