Symptoms: If your systolic blood pressure (BP) is less than 100 mmhg and you feel easily fatigued and or dizzy, the BP might be too low. Your symptoms more than anything else will be the tool to judge what is a "low" blood pressure for you. Plenty of young women have systolic bp's in low 80's without any symptoms, this is considered to be normal.
