Do people normally get low blood pressure after not eating for 3-4 hours?

No: No, after all if you sleep for 7 or 8 hours you're not eating for that length of time.

If not drinking: It' s dehydration that leads to low BP - you don't need to eat at all. 3-4 hours is pretty short unless you're in the hot, virginia beach sun.
