ECZEMA: Typical eczema often presents this way. It is genetic and related to dry skin. Often there are relatives with asthma and eczema. Allergy tests are not helpful & may be harmful. Foods are rarely a factor.Elimination diets may be harmful. Soaking with water followed by application of vaseline or aquaphor is useful. There are good creams such as eucerin, aveeno, (oatmeal) etc. Might need rx.

Multiple causes : Redness on the cheeks can be from eczema, rosacea or mild keratosis pilaris. See a dermatologist to evaluate it and prescribe treatment. In general, using sensitive skin and unscented soaps, moisturizers and sunscreens helps minimize redness on the cheeks.

Depends on the dx: Red cheeks can be dues to a bunch of things from rosacea to sunburn to lupus and a bunch of other things in between. Seeng a dermatologist can help you clarify what is going on and how best to treat.

Yes, see your physician as skin as well as other hormonal/endocrine causes may be a factor. But always cover up from the sun.
