Hypertension: Elevated diastolic blood pressure is a form of hypertension. If more than 90 mmhg, it needs to be treated first by salt restriction and diet and exercise, and then by medications. I would not let it linger for very long.

Risk of stroke/death: Same as elevated systolic pressure: the risk of stroke, congestive heart failure, heart attack, kidney disease and death are all elevated.
