Open up: Be available, truly listen, don't judge, don't criticize, don't react negatively, don't prod, don't push, don't bombard with questions, don't lecture, don't get angry or upset with what they say (if possible), don't divulge info shared with others unless child agrees to and aware of. Sometimes it's easier for children to open up if they are involved in some enjoyable activity with you involved.
