whats a complete protein?

All essential aminos: Some Amino Acids can't be made from others in your body, and a complete protein is one you can live on -- it has plenty of each of these. It's important for vegetarians to mix proteins to get enough of each amino acid; i respect vegetarianism if taken for moral reasons but it makes safe eating more complicated.

60 g: During pregnancy and breastfeeding, we need 60 grams (gm) of protein a day. This is 15-20 gm more than usual. This "extra" is the equivalent of one egg, 1/4 cup of cheese, or one glass of milk. It is also important to maintain a well balanced diet and to stay on your prenatal vitamins.

Is it best for me to drink whole milk while breastfeeding?

No: Probably not. The fat content of your milk won't depend very much on your fat intake, as long as your overall nutrition is good. And very, very few people in the developed world need the additional calories of whole versus lo-fat milk.

Use a nonsoy formula: 10% or more of babies allergic to milk formula are allergic to soy. If you are using soy formula for the above reason you may need to try a more elemental formula such as nutramigen or alimentum which do not have the major allergen in other milk based formulas.
