Sort of: Diabetes is a some what arbitrary level, glucose of126 mg/dl in fasting state. Between 100 and 126 mg/dl is pre-diabetic state and these people are at risk of becoming diabetic if they are not careful about their diet and exercise. Even in the normal range, the higher the blood sugar, the greater the damage to blood vessels.
