The us preventive services task force recommends routine iron supplements in 6-12 month old infants, through oral iron or iron-fortified formula, if high risk (low birth weight, prematurity, and breast-feeding). It is not clear if screening by testing blood in infants is helpful.

Yes: Infants and toddlers often grow faster than their ability to make new blood to supply the new tissue. With good nutrition and proper monitoring or supplements, most will catch up in time.
