They don't either: Health care avaialabilty and cost to individuals vary the world around. Many developing countries provide subsidized health care for their citizens. Many also depend upon the generosity of other govermnments or ngo's for funding. The quality and availabltiy of healthcare varies tremedously country to country. Citizens in the usa who want subsidized health care need to work with their governement.
