Shoulder problem: If you can't move the shoulder then the problem is in the shoulder. It most likely is a rotator cuff (tendon) injury or tear. After an examination the most likely test needed besides an x-ray is an MRI to give the soft tissue details. A person can have a frozen shoulder from an old injury tha would need therapy and possible manipulation.
