That depends: 4 weeks post C-Section, sex should be fine and the possibility of an infection is more related to the person you are having sex with than the c-section 1 month previously. As long as you practice safe sex procedures as always, you should be fine. Best wishes.

Maybe: Having intercourse before the uterus has tightened closed can increase your risk for endometritis which is infection in the uterus. If you have vaginal discharge or a temperature and pain, I suggest you call your doctor for evaluation.
