Normal: if that was the case for years ,then it's normal if the soft palate is rough textured specially in smokers or as a side effect of meds.

Normal Anatomy: Most of these bumps are just variations of the normal anatomy of your mouth. However, if concerned ask your dentist at your next maintenance appointment.
