Cyst: It is probably a seborrheic (coming from oil glands) or epidermal inclusion cyst, both benign lesions. It is probably itchy because of surrounding dry skin. It doesn't sound like the worrisome things: cancer/infection. Both of these would likely have open or irregular surfaces, be draining, or be darkly pigmented. You can put some Aquaphor or Vaseline on it. Still questions? Have your doc check:)
