Could be psoriasis: You should have it looked at, but psoriasis can commonly affect the penis, especially the glans (head), and can cause an often red, scaly, circular area. It won't hurt the penis, but since psoriasis can have other systemic, skin and joint complications it is worth seeing a doctor--also because there are sexually-transmitted diseases and infections that should be excluded.
