Any: Each child has their own time table for this ability. It's not so easy a skill to teach. I have had some success with getting a child to "blow" out birthday candles as hard as she can, using a tissue instead of candles, and then repeating the process while she closes her mouth so she feels the air come through her nose. Some just get the idea early on and do it. Almost all kids can by 2-3 yrs.

Yes: The decongestant in nasal sprays for colds or allergies can be used for short duration, usually not more than 3 days. Otherwise you can experience a rebound in nasal congestion. Don't use if you have high blood pressure. Also try saline nasal spray.

Can be other causes: Dizziness with exercise doesn't just happen with inadequate hydration. If a person is well hydrated, and still gets dizzy, her doctor can evaluate. Sometimes there are circulation problems, such as not enough blood flow to the brain under certain conditions or activities. There can be heart problems, or not enough red blood cells (anemia), etc...

Oxymetazoline: Otc nose sprays containing oxymetazoline or neosynephrine (phenylephrine) are great at decongesting your nose in a hurry, without a lot of side effects in the short term. It can dry and irritate your nose after a few days. If used longer than 3 to 5 days it can have a rebound effect, where your nasal lining swells more than it was in the first place. So only use for 3 to five days.
