Yes and no: Surgery will result in another scar. I assume you want to stretch the muscle which has been limited but the scar. A z plasty could be done, but there is no guarantee that you would regain the length you desire. Contact an orthopedist who is into sports medicine or a plastic surgeon to discuss the options
