i have tenderness on my lower eyelid but no sign of a sty (redness, bump, inflammation). what could it be?

Unclear: It is unclear but may be a small gland infection. I would wait and see as this does not appear to be serious as yet from what you have said. I would not wear makeup until this has settled down as this can sometimes aggravate eye problems.
