My thyroid came out to be 1.8 and doc said it's too low. he said it suppose to be 4 or 5. i don't understand why because when i searched it says ok?

Which thyroid level: There are various types of thyroid blood tests. I don't know of any particular one where it is supposed to be 4 or 5. If your TSH level was 1.8, that is normal, and does not need treatment. However if the 1.8 refers to a "total T4" level, then that would be low (normal range 4.5-12).
