Hard to say: Its difficult to say without being to see up close. You are spot on, allergies are a common cause of bilateral skin swelling near the eyes. Could you have irritated the skin with new makeup or facial product? Alternatively, cholesterol deposits can sometimes build up under the eyes but they don`t really appear as swelling and would be atypical in a young person.
