Arm Burns: There are three degree of burn. 1st degree is like a sunburn, erythematous or red, painful. Second degree is the blistering degree with some pain. third degree is more the white non painful severe one. Best to seek Urgent Care doctor opinion...

See below: A first degree burn will appear erythematous and be painful but no blistering. A second degree burn will involve a deeper layer of the skin, be erythematous and have blistering. Both of the above burns are very painful. A deeper second degree burn will appear yellowish and be less painful. You should see a physician for a second degree burn.
