No: there are no data to support any one of them being any better than the other, because they are not required to report any studies that they have done on their products. While most tobacco control experts believe that it is highly likely that e-cigs are safer than combusted cigarettes, because of the reduced "tar" products in the smoke, we cannot say it is "safe."It's effects long-term are unknown.
