Yes and no: The person to treat thyroid cancer is a head and neck surgeon. If an ENT physician is trained to do radical H&N surgery especially if the lesion is metastatic to nodes or invades jugular and laryngeal cartilage then he should be able to do the surgery. Many ENT practices do not offer enough experience for handling the more difficult surgery. As for a thyroid specialist most are endocrinologists
