Possibly: Bone removal is only necessary, if it is interfering with the dentist's ability to access and remove teeth. If a tooth is fully impacted in the jaw, then bone removal for access is always necessary.

Often: Impacted teeth can be soft tissue only, but commonly are partial or complete bony impacted meaning, yes bone would have to be removed to get them out. It is very common for some bone to need to be removed when surgically taking out wisdom teeth. Ask your provider about the process if you are interested.
