Congestion: Green phlegm does not always mean an acute bacterial infection, i.e. the type in which you need antibiotics. Often smoldering viral infections end in this way. However, if it persists, recurs after symptoms are almost gone, or you begin developing a fever then definitely have it checked. In the meantime, treat the symptoms.
