PE: Pulmonary Embolism, Pericardial Effusion can both cause intermittent symptoms; in the absence of additional information it would be wise to provide more detailed history and undergo physical examination to evaluate presumably chest symptoms.

Yes: By PE I assume you mean pulmonary embolus. Yes, chest pain and shortness of breath do not have to be continuous. The swelling in one's leg from a DVT is typically rather consistent though.
