Varicose veins: are caused by incompetent valves in superficial veins. Forehead veins do not have valves. So, the answer is "No." But you can still get engorged veins in the forehead, just not "varicose" veins.

Yes: You can have a varicose vein anywhere on your body . Varicose veins are dilated, tortuous, elongated veins. They are most commonly seen on the legs, but they can occur elsewhere even on the forehead. Usually people incorrectly call prominent forehead veins that are function normally varicose when they are merely prominent veins.

NO: These veins on your forehead are not varicose veins. Varicose veins are diseased dilated veins that have dysfunctional valves within them. These do not form on the head / forehead due to low vein pressure on this part of the body. It is quite common to have prominent forehead veins for which patients are self-conscious about. But these veins are not diseased or varicose & do not require treatment

Positional change.: The veins in the face just as the veins in the rest of the body change in size depending on changes in position as well as changes in levels of hydration and changes in pressure in the chest and abdominal cavity. In the face, the veins decrease with standing and increase with lying down. Straining or laughing increase the the pressure in the chest which can increase the size of the facial veins.
