Overlapping issues: Gluten intolerance is more or less an auto-immune or allergy like issue. Milk, wheat and other such items have multiple proteins that you can be "allergic" to and there are specific tests for IGA and IGE that confirm or exclude this. Intolerance to a dietary product is not necessarily allergic. Some have problems with milk because of the sugar in it (lactose).

Need to be evaluated: You mention reactive hypoglycemia and pre-diabetes. You need to see an endocrinologist to have you placed on an appropriate diet. Intolerance of milk can be caused by several reasons, allergy being only one. Your intolerance of wheat products also may have several reasons, including allergy and celiac disease, Once done with endocrinology, see a gastroenterologist and board-certified allergist.

CELIAC VS ALLERGIES: Celiac vs Food Allergies is sometimes difficult to distinguish. True gluten allergy with Celiac antibodies is less common. You may have a leaky Gut. You need full exam and lab testing especially TFTS/VITD/Celiac Panel/HPYLORI. Stool samples x 3 . While waiting start a gluten free diet Wholeapproach.com gutbliss.com and rotate your food.
