Depends: If you are piloting the boat and others are drinking moderately and are in control, there may not be a problem. If drunken passengers interfere with boat safety, return the boat to the dock and tie up. If you are not the captain, then apply the same logic as you would in a car. A car's driver or a boat's captain cannot be drinking. See http://www.Dbw.Ca.Gov/pubs/alcohol/ba.Pd.
