Many things: Stress, anxiety, pain, sleep deprivation, anger, during resistance lifting(some of the highest blood pressure recorded have occurred during power lifting maneuvers), missing blood pressure lowering medications. Each case needs to be look at in detail to have a better sense of the possible cause(s).
