Watery eyes: can certainly be part of a cold. Are his eyes itchy or painful? The Nurofen will treat pain and fever, but otherwise won't help with his cold symptoms or the watery eyes. Does he have a history of allergies? Watery eyes and nasal congestion/runny nose can also be signs of allergies, so you can also try an antihistamine. If he doesn't feel better, please see his doctor.

URI vs allergy: Sometimes it is difficult to tell the difference between an early viral respiratory infection and allergies because early symptoms are often similar. Allergies tend to respond to antihistamines alone, while respiratory infection symptoms sometimes improve temporarily with antihistamine/decongestant combinations.

Watery eyes: Tear ducts drain into the nose, so when the "lining" of the nose is swollen or congested, the tear ducts can be blocked which would cause an overflow of tears. Sometimes, the eyes themselves are irritated and may have increased inflammation with increased tearing.
