Unrelated: Hypothyroidism in children does not typically produce a rash. A viral infection is more likely to do so, or less commonly, the medication used to treat the thyroid problem.

Thyroid med/or disea: may be related to his thyroid medical problem if it is not under control,but that rash is mainly due to dry skin toddler with hypothyroid needs regular follow up and the thyroid replacement needs to be increased as the child grows . If his hypothyroidism is under control,then it may be related to his medicine as rash can sometimes be caused by meds like levothyroxin . Check with Pediatrician
