Many many things: i would get it checked out by dermatologist , it could just be scar tissue like a dermatofibroma, but a dermatologist will know for sure

Cyst: It sounds to me like it maybe is a Cyst that is irritated by shoes or boots . see your PCP for an examination or a Dermatologist for complete diagnosis.
