Contact dermatitis?: If this is new, you might be reacting to a new soap, lotion, detergent or fabric softener. Use only fragrance free products for sensitive skin. Clothes are tighter in those areas sometimes, so those spots itch the most. See your doctor for more certain answer and treatment, as a proper history and physical is much more likely to result in an accurate diagnosis and treatment.
