Electrolarynx: You could be talking about one of 2 things. An electrolarynx is a device that is held against the neck and vibrates the throat to help make sounds. There is also a tracheoesophageal prosthesis. This is a one way valve that goes between the trachea and esophagus. The patient covers the end of the windpipe (in people who have had their larynx removed) and it diverts air into the throat for sound.
