Just means there are: degenerative changes noted. Just as you would expect to have wear at the bottom of your shoes, and on your car tires, just as you expect to develop progressive skin wrinkles with age, spondylosis is just degenerative changes of the spine, and at age 40, having diffuse disc bulge can be age appropriate. The hydration in the disc decreases with age, leading to disc bulging circumferentially.
