Make them useless: The response to each tantrum should be loving, firm, consistent, and totally irrelevant to the pretext of the tantrum: if the tantrum is over a cookie, the response to the tantrum should not involve cookies at all.

Ignoring them: Tell the child at his language level what behavior you want & consequences for tantrums. When he tantrums, give 1 warning, then immediately walk him from behind -don't talk or make eye contact- to time-out. Repeat till he stays put, then set a timer for 1min/yr of age. . Consistently ignore the tantrums, which first worsen in an attempt to elicit negative or positive attention before they cease.
