My 9 year old stepdaughter is taking an 8 hr adderall (dextroamphetamine and racemic amphetamine) pill and her mother said she doesn't have to take it every day. is this okay?

Sure: As her mother, you and the teachers for example may notice it really helps her in her school work throughout the day, but on weekends or non-school days, you may feel she does not need the medication and functions fine, so at your discretion and the extent of her ADD/ADHD, you may give her days without the medication.
