By law, how often is a physician supposed to see their patient while prescribing them narcotics (morphine, fentanyl etc..) in california?

This is up to your doctor. Most doctors will want to see you at least twice in the first month and at least once a month until your doctor is confident that the right dose has been achieved for you. There are other things that must be accomplished in chronic pain treatment such as CBT by health psychologist.
