Inhaler: Qvar is a controller medication for asthma and is use twice a day however Albuterol is a rescue inhaler and is to be used. Only if your child starts to wheeze despite using Qvar so the answer to your question is NO only use Albuterol on an as needed basis

Only as needed: Think of Qvar as your twice a day preventive. Taking it today will help prevent an asthma attack in a month from now. It is a steroid that gradually heals the lungs, but it takes a while to "kick in" The albuterol is your "emergency medicine" to be used in an attack. Ideally, the Qvar will prevent you from needing the albuterol! Be sure and go over your "asthma action plan" at next visit!

Yes, you would: use both Qvar and Albuterol inhalers in the beginning till his asthma is better controlled. Once this is achieved, the albuterol inhaler is then used as a quick fix / rescue inhaler.You will need to follow up with your pediatrician on a regular basis depending on the severity of his asthma.You need to continue his Qvar for at least 3 months.Rinse his mouth after use to avoid oral thrush.
