Yes,: it can, although in the case of the cysts, the contrast enhancement helps with the detection and diagnosis.

Usually not always: Usually fatty liver and benign larger cysts of liver can be detected on uncontrasted CT. Small renal cysts would be more difficult to detect without contrast.
