Yes: The cold weather can cause some runny nose and congestion while the child is outside...but if it persists after snuggly and warm than most likely it is either some allergies or an upper respiratory infection (common cold)

Sure: We have all experienced a runny nose when the it starts to get cold out. Fall also is a classic season for :"Fall Allergies" which will cause congestion and the Rhinitis and runny nose syndromes. Best wishes.
