Possible: Fifth's disease (aka: erythema infectiosum) is common viral illness in children. By the time the rash appears, children are no longer contagious and may attend school or day care. Illness returning 2 weeks after rash onset can be from another virus or other infection. See your pediatrician for examination to evaluate infection and provide treatments if needed.

Yes: The two conditions have no relationship to one another so the rash can clear & another issue emerge. Whether t is a cold or just drainage from dust/irritant exposure will become evident over time.
