Maybe: It's depends on the characteristics of the mass. Kidney lesions are very common and most of the time are no cause for worry. Certain radiologic characteristics of the mass can signify possible cancer in which case surgery would be necessary.

It depends: on other imaging features. Some masses can be defined as benign, others as indeterminate, and others as having a high probability of malignancy. So it is possible that surgery might be indicated.
