Sweet Tooth: The best and obvious answer is to curtail the sweets. Any thing in excess to eat is not good for the body. Sweets in moderation only.Also, would recommend a hemoglobin A1c to look at the trend of his sugars over the last month or so.

Check his: blood sugar, it may not be high. 13 year old boys will eat what is available and if you make a lot of fruits and vegetables available he will eat those, as long as there are no sweets in the house. You have no control over what he eats outside the home but at least when he is home you can control what is available. He needs a check up at 13 and I recommend you ask his doctor about this.

Check Blood Sugar: Check his blood sugar with a home glucose monitor. It should not be over 100.
