Can be psychological: Often when a person is experiencing anxiety they will feel like they can't get a deep breath. They find themselves taking a long deep inhalation, i.e. sighing. Sometimes the person feels like there is a heaviness or weight on their chest: Like the weight of the world is on their chest. Deep breathing relaxes the mind via the autonomic nervous system = An example of the Body-Mind connection.

Yes: That's one of the most common symptoms of anxiety, especially panic. They key difference between anxiety and other pathology is breathlessness at rest duing spells of anxiety that don't bother you during periods of exercise or activity. Everone with dyspnea should have an EKG to make sure there are no cardiac issues first. Asthma is comon and also needs to be ruled out. Best to look B4 assumption.
