Possible infection : Your symptoms could be from a bacteria or yeast infection of the skin. You can try over the counter Lamisil (terbinafine) ("jock itch") cream which may help if it's yeast. If it's bacteria, you will need an antibiotic that works for skin infections. See your doctor if it spreads or turns into deep or raised "bumps" which could be something called an abscess.

Fungal irritation : probably a fungal type infection like athletes foot and/or irritation from shaving. Mix some hydrocortisone 1% cream together with some terbinafine cream and apply twice daily for two weeks. See your physician in 2 weeks if not improved.
